PMC Commissioning Lead- Instrumentation & Control

Job Description

Wood is currently recruiting for a  PMC Commissioning Lead Instrumentation & Control with extensive experience in the oil and Gas industry for ADNOC Offshore client to be based in Abu Dhabi.

EPC-2 Commissioning Lead will provide leadership and guidance to the full scope of EPC-2 Commissioning Team.  As a single point of contact for all project commissioning he should manage all activities associated with pre-commissioning, commissioning and handover to Operations for all phases of EPC-2 Project.

Ensures that EPC-2 contractor is adequately planning pre-commissioning activities and executing completions work as per Contract. Assist EPC-2 contractors with developing system completion plans, procedures, and other Commissioning related engineering deliverables during detailed design phase.

Facilitates support for permits to work and safe pre-commissioning work practices. Additionally, lead commissioning team in support of ZADCO operations during start-up of new facilities. Must be capable of leading fully qualified staff, who will work closely with the EPC-2 Contractors and ZADCO Operations team to ensure that Project start up is safe, efficient and with minimum downtime. Acts as first line System completions issues interface with EPC-2 contractor and escalates important or urgent issues to Commissioning Manager and/or EPC-2 Project Manager when necessary.

Responsibilities

  1. Demonstrates personal HSE leadership and behaviors at all times. Performs as a safety leader through all work and activities, setting and exhibiting the highest standards
  2. Support contractor commissioning engineers to ensure that Systems Completion Plans are being prepared during detailed design phase and are being properly executed during construction and commissioning phases.
  3. Assist EPC contractors with developing system completion plans and ensure that these plans are meeting the intent of project specifications with regard to engineering deliverables during detailed design phase. Lead the review and approval process for the Systems Completion Plan, with primary focus on EPC-2 contractor during detailed design phase.
  4. Review and edit contractor drafted pre-commissioning and commissioning procedures.
  5. Support site commissioning teams in fabrication yards and at site with critical activities and regularly inspect equipment and systems with focus on interfaces and tie-ins.
  6. Actively assist EPC-2 contractor to identify commissioning interfaces between EPC-2 contractor and key module or other suppliers and ensure that any technical interface issues are raised early.
  7. Identify temporary commissioning interfaces that will be needed during the commissioning phase of the project at site and ensure those are being addressed (e.g. temporary blinds, vents, drains, electrical power, etc)
  8. Support Systems Completion Database lead to ensure that completion testing and verification for interfaces and tie-ins are included in the testing program and that ownership of the interface testing is established (i.e. who is going to do it is known and ownership agreed).
  9. Support PMT Cost and Schedule function with Commissioning related inputs from an overall UZ-750 project perspective.
  10. Support UZ-750 Commissioning Manager with staff work, including generation of draft weekly reports, progress tracking, key issue updates. Stands in for Commissioning Manager during leaves
  11. Reports to UZ-750 EPC-2 Project Manager and functionally to the Commissioning Manager and maintains frequent communication with EPC-2 Construction Manager, EPC-2 Site Commissioning Leads, EPC-2 Project Manager, UZ-750 Operations Interface team and EPC-2 Contractor Commissioning Manager

Follow project through the to Provisional Acceptance of final UZ-750 facilities. With extensive time spent offshore during construction and commissioning phase

Qualifications

  • Degree in Instrument/Control systems engineer with a minimum of 15 years Oil and Gas industry experience, including at least 5 years on major capital projects, (> 500 M USD) with pre-commissioning and commissioning focus.
  • Experience within an Oil and Gas operating company executing turnarounds or brownfield projects is also highly desired and may be considered in lieu of capital project experience.
  • Must have excellent communications skills, both written and verbal, with a strong command of the English language.
  • Past experience managing interfaces between contractors or between contractor and an operating company is also highly desirable.
  • Must have a working knowledge of at least one type of systems completion database.
  • Must be willing to travel extensively for multi-week periods and have the flexibility to adjust work location to support project needs.

Must be qualified to obtain a CICPA and a UAE work visa
